Catherine Hughes (in the picture), Minister of Public Telecommunications, and Floyd Levi, Head of e-Government Unit, will represent Guyana in the Ministerial Meeting of Electronic Government of Latin America and the Caribbean and the Annual Meeting of Red Gealc.

Cathy Hughes started her professional career as a Television Producer, gaining extensive knowledge of the Caribbean media and advertising environment. She is a graduate of the University of the West Indies, Jamaica; with post graduate training in Management, Training and Development.
She has worked in the Media in the Caribbean and internationally, for over twenty years as a TV news reporter in Jamaica, as a freelance radio reporter with the BBC’s Radio Merseyside in Liverpool, England, and as a television producer for the Local Edition of CNN’s Headline News in Texas.
Cathy returned to Guyana in 1993 and established Videomega Productions, a state of the art digital television production facility and advertising agency, with a strong reputation in the production of documentary programming. She has always been a vibrant and outspoken advocate on several social and political issues in Guyana. She was a founding member of Guyana Is First, Women Against Violence Everywhere and in 2005 of the Alliance For Change. In 2011 she entered the halls of Guyana’s Parliament as one of seven MP’s representing the Alliance For Change.
In 2015 in the aftermath of a historic election campaign that formed a new coalition government, Cathy Hughes was entrusted with the position of Minister of Tourism. In January of 2016 her portfolio was expanded and she became Guyana’s Minister of Public Telecommunications, one of the few women serving in this position internationally.
Minister Hughes has aggressively taken up the challenge of establishing a new ministry and is committed to promoting and implementing Government’s vision which seeks to increase the use of Information & Communication Technologies – ICT’s in Guyana’s development agenda.
She is currently focused on increasing broadband and internet connectivity in Guyana, especially in rural, poor and remote hinterland communities. The expansion of government’s fibre optic network and private sector led entrepreneurial activities are all major pillars in the development of Guyana’s digital landscape.
It is her hope that this sector will soon transform Guyana and provide improved services to citizens in the areas of health, education and e-commerce.
Floyd Levi is the Head of the eGovernment Agency in Guyana. He has in excess of 20 years ICT project management experience on Government projects as well as in the private sector.
Floyd holds a BSc in Nautical Science from the Brazilian Merchant Marine Academy, a BSc in Computer Science from the University of Guyana and an MSc in Project Management from the University of the West Indies.
Mr. Levi is also a graduate of the United States National Defence University where he successfully completed studies in cybersecurity. He is a
retired Lieutenant Commander of the Guyana Defence Force (GDF), where he was once in command of the GDF’s Information Technology Department.
